They should get these people on the footpath.. the roads are filled with thousands of people and there may be fewer than 2 persons per km on the footpath in the busiest hours.
It's also outrageous that they're free to ride on the road without paying registration. A car owner pays thousands of dollars to earn the right to drive and cyclists get to use the roads for free.

Bikes don't tear up the road like cars do. Also, putting bikes on the sidewalk causes a problem with pedestrians, so it's actually safer to put them on the street with cars.
The real solution is a bike lane.
He was actually being nice and riding on one side of the lane to allow cars more space to pass. It's less of a problem than finding grandma driving down the road at idle speed, because you have 1 3/4 of a lane to pass. Unless you're a total dipshit.
