He has been asking for a UFC contract for those two years. What is he supposed to do? Lock himself into another contract in Russia?

Take some more fights? You don't get a contract by just asking and not fighting.

It seems that it isn't as easy as you think. Who is going to book a top 20 guy for a single fight/open contract with presumably, one of their own promotion's top guys? Supposing they do this and Tumenov crushes their guy - then what? Why would they even invest in a fight like that?

I can't imagine fighters trying to navigate their way into the big leagues are particularly keen to sign to fight someone like him either.

Exactly. Tumenov wants a UFC or Bellator contract and expects to be able to go to the top, thus converting it into good money. He isn't 23 anymore - he has built up a good win streak, won a belt and wants to capitalise on that.

His charisma is derived from the fact that he is an exciting standup fighter with a 50% KO percentage.
 
He left ACA as champion to try and get back into the UFC. It's an absolute joke they haven't signed him, he's one of the best WW's in the world.
Agreed. Dude was a stud and definitely entertaining. Better than both Geoff Neal and Santiago Ponzzibio or however you spell his name
