20% Purse Penalty isn't Applied Consistently

Costa had 20% of his purse given to Marvin, and rightfully so, as he didn't make the weight agreed to in their contract and Marvin deserved an incentive to keep the fight from falling through.

Similarly why didn't Anthony Smith get 20% of Jon Jones' purse when he failed a PED test before their bout? Jones was contractually expected to arrive clean and Smith had the option to refuse the fight, being at a disadvantage. Since he's a stud he agreed to fight but should have got 20% of Jones' purse.

Anyone who agrees to fight Jones knows he's not clean

Same thing when Gustafsson fought him the 2nd time, they moved the whole event on short notice and Gus didn't care, because he knew Jones is a drug cheat.

When a fighter misses weight, it is customary for the fighter to be fined 20% of his/her purse. The 20% is then awarded to the fighter’s opponent. This percentage has been decided by the UFC in conjunction with the Athletic commission for the state in which the fight takes place.

The rule about giving part of your purse is based on weight, not peds. Now you can argue it should be both, but for now, it is only a bout weight, and that is applied consistently.
 
Marvin said he got 30% of the purse of Costa.
 
Measuring weight is a consistent easy to measure item that can be checked in front of witnesses with no dispute for a pay out.
PED's accusations require hearings just like a court. Holding back a fighter's pay because of an accusation could get very complicated and cost a lot of legal fees for the UFC.

20 % of purse is nice, but when people abuse the system like Costa did, I say make them start the fight with a point deduction in addition to the 20%.

The rule is only about weight not anything else
