Probably a smart move by Jones. Stipe is a few back from the top HW right now, but would still have a pretty good chance of beating Jones; if Jones won, everyone would just say Stipe was washed up. Jones doesn't want to fight HW without a big payday and a legacy making fight. Jones knows he has to watch his picos these days, so his chances are much lower of a win. I don't see Francis or Gane going well for him.

because none of them ruined multiple fights the UFC promoted heavily including UFC 200

Because he has the second highest rate of failed PED tests of any fighter that has competed in the UFC for an extended period. He is only beaten by Josh Barnett.

If he had done what Izzy did he would have gotten the shot straight away. Instead he has been taking so long to come up he has allowed multiple guys to earn shots and the entire landscape of the division has changed.

He matches well with Stipe and a win over him would sell well and potentially really build that fight.
