The notorious loaded gloves incident at ufc 194 was his peak.
 
I don't believe he's in his prime now, turning 33 this year and with only one fight after his losses in boxing/MMA 2017/2018.
It makes sense that he has fallen down a bit since the real prime of his, right before the money fight in boxing.
So when he was gifted a TS at lightweight and took the opportunity. He will never reach that height again, ever.

The question here is if do you think that is true or not... and most importantly WHY

I think that is true. He went through a serious training camp to fight Floyd, learned a lot from the Khabib loss, made it look easy against Cerrone. 32 is still a prime age in the fight game. He’ll have more stamina at 155 and if he KO’ed Poirier at 145, he’ll be packing more dynamite in those hands at LW.
