It makes perfect sense. Picto wants more time to build the courage for HW and only wants to fight for the title, ideally against the weakest opponent possible. Letting Big Frank and Stipe knock each other around a bit more and then fighting the winner on a quick turnaround is exactly what him and Uncle Goof want.

Hopefully the winner of Stipe-Big Frank takes another year off just to fuck with them.
