You're forgetting the 1lb allowance on non-title fights. Gavin Tucker appears to be the only one who isn't .5+ below the limit.

A lot of fighters don't take the full 1 pound though.

Maybe there's nothing to it, I just can't recall seeing it happen before. Throw in the champ Mackenzie dern and Charles Oliviera all three having weight issues in the past. To be clear I don't care if they made the scale a 1/2 lb light. Especially after Tony threatened he would not take the fight if Charles missed. Plus the title fight should have a tiny allowance anyways given the extreme turnaround for both fighters.
