Because it was simple mma math that was used for the match making. Conor > Dustin > Gaethje > Ferguson (Champion > Interim Champion). Dustin has a win over Gaethje, Gaethje has a win over Ferguson - so mma math was used once Khabib retired. If Gaethje and Ferguson win their next match either one of them can be the next opponent. It's just a matter of time, they'll have their turn if they win.

I remember that BJ jumping out of the pool video lol. BJ was always known to lack motivation and win just because of his natural gifts but his cardio wasn't that great. Then they showed that video to prove how motivated he is lol.
