Isn't marijuana, as defined by the commissions, a PED because it suppresses pain, or something along those lines? Too lazy to confirm but it that's the case, they'd maybe have to change the language before discarding it from tests.

Commissions are agents of state governments not federal governments and its tested for because of liability issues that would result from someone fighting while high and getting injured.
