He's sort of right, in that many Brazilian homes don't have the sewer system to handle any toilet paper, but they don't just not wipe (I mean, I'm sure some do, just like here, but it's not the norm).

They use ghetto bidets, either a hose or a pitcher to pour water on your ass, or they have a trash can next to the toilet where you're supposed to wipe and put your paper in there, or cloth rags with a laundry bin next to the toilet, yada yada.

And obviously, the better of a neighborhood you're in, the more likely they are to have modern plumbing and TP. Like hotels in the tourist area for example, they can handle TP.
