It's unified rules. There was a promotion that allowed them, I wanna say it was in russia and it was serious NHB stuff. It was not very publiiscized but some people around this board used to know about it.

Despite the name a toe hold is a foot lock, not joint manipulation. It's more about putting pressure on the opponents foot.
