Yes, a large concentration of mentally ill and addicts.... Hard to see how things could go wrong.
You suggesting this was an internal issue in both of these 2 encampments that are unrelated but happen in close proximity and times from each other? You got evidence?

Your own story says shots came from within the camp to someone outside.
Yes? That could mean it was a member of the encampment or someone outsider who entered the encampment and then fired from within that space. There are too few details on the matter for yall to be speaking on the reasoning with absolute certainty.

All we know is that there were 2 incidents within close proximity, potentially connected, for unconfirmed reasons. 13 wounded, 5 critical.
