Yes it can. But better than communism is state socialism. I'd argue that left wing nationalism is the preferred route.

I feel like communism might've worked if it was implemented in small, homogeneous countries with a moderate level of economic development. Neither China nor the USSR were any of those things when communism hit them.

There is no policing the world. It is not happening. What is happening is policing countries USA has interest in policing, same as Russia is doing, and by policing i mean making chaos in a certain country and making the most out of it.
