Fighters are sitting out partly because of their ranking.

UFC matchmakers should take this over and do the rankings based on activity, accomplishments and who's actually taking fights. if you turn down a fight you move down in the UFC rankings.

UFC can use this better if they did the rankings themselves.

It is not in the UFC’s best interest to create true rankings because it favors ratings and profits over a meritocracy and a serious sport.

I feel like they already do. It seems like they move a guy up in the rankings right before his next fight to add to the hype.

But I do agree with you on activity and declining fights should be affecting rankings.
