Penn overrated?

I believe Penn is a great fighter, possibly the GOAT at LW.

But his fans do overrate him.

This statement makes no sense .

Yes he is overrated. A top tier fighter but doesn't live up to what people like to claim. Probably could have been as good as people on here like to think he was but he didn't train hard enough, at least not consistently.

Underrated i think. He fought nothing but the best. 2 div champion and also saved the LW div and gave it life. Many LW today still believe he's the LW goat. If only he was motivated his whole career.
