It seems that Bannon is the actual president when it comes to the NSC as a lot of people suspect Trump is not readily available.

Deare allegedly criticized the president, chief strategist Steve Bannon and Trump's remarks on Mexico, Politico reports, at an off-the-record meeting among about two dozen scholars at the Woodrow Wilson Center. Deare also expressed frustrations over an apparent lack of access to the president, saying that Trump's closest advisers have ignored the National Security Council as it formulates relevant policies, CBS reports.
 
Sources also told CBS that Deare allegedly made "akward" comments on the attractiveness of Trump's daughter, Ivanka Trump, at the Wilson Center meeting.

With as toxic as the administration is right now, people leaving & refusing positions, I guess so, a loyal fall guy or two. But money laundering will be what brings down the house in the end.

These are not executive positions, they are not supposed to carry out the presidents order or policies.

They are advisers, their role is to give you advice only, even if you dont like it, otherwise why take any adviser? better to have some hot cheerleaders there instead.

His problem was that the president isnt taking advice or that his close advisers (Kushner and Bannon) arent even consulting them before doing anything and thus the clusterfuck, but thats ok, Trump never wanted to be president as his son said so when looking for a VP, let Bannon and Kushner dig their own graves.
