Jungle Delver: Can you pay 4 mana each turn and add +1/+1 infinitely? Or can you only have a total of one +1/+1 counter on the creature?

Indefinitely. If it's once per turn the card will specify that. So for example It will say "only use this ability once per turn" or it will tap.
