More like low EQ than low IQ. Those inconsiderate and lazy behaviour are more rooted in lack of empathy and selfishness than too dumb to know what they are suppose to do.
Many, many times while driving on the streets of Atlanta, GA I've seen people whose lights are turned off in the middle of the night. I've signalled to them by turning my lights on and off multiple times, some people get it, some people don't. Some of the people were driving black cars, if someone hits their car it's entirely their fault.
