Yes, he has a huge following, he is probably #2 behind Conor in popularity.

But these numbers don't translate completely to reality. Madonna, for example, was her most popular in the 80's and 90's. That generation didn't grow up with social media. Yet when she books a tour it's still a big deal.

You obviously haven't been paying attention but Khabib has been a MASSIVE STAR for along time now. While Khabib may not be popular with Western Audiences he is considered an Icon in Russia and throughout the Muslim world.

And the UFC has been promoting him heavily in their Russian Media.

Russia Today reports that roughly 26 million people — that’s 24 percent of adults — tuned in to watch Khabib’s title fight on Channel One Russia (Perviy Canal), a free TV station in Nurmagomedov’s home country.

ESPN has him listed as the 15th most recognizable athlete on the Planet. To be out that in reference Khabib is a bigger star than Dwayne Wade, Serena Williams, Tom Brady, and Denotay Wilder.
