You say don't include old fighters, but about half your list is getting up there or already old. Stipe doesn't have a lot of mileage, but he's not young. Neither Rockhold nor Weidman are young. Woodley, Lawler and Cerrone are in their mid thirties, and the latter two have been in some wars. Frankie in particular, and Aldo as well are getting up there. Dom is probably past his sell by date.

Of your list, the only ones that aren't arguably past their primes are Volkov, Gus, Whittaker, Max, Cody, TJ, and Mighty Mouse. RDA could be in either list right now.
