Meh, that really depends. Sometimes it's not that easy from a reconstructive standpoint. Other times there's too much sunken costs to take the finger off the scale and chance the conquered territory going rogue again. The IDF used to use integrally suppressed 10/22 and subsonic .22 rounds as riot control... until they got too good with them and where shooting rioters in the eye with them and killing them.
