Friend unable to create account for 5 days now

Every time he tries to sign up it says "Server error try again later". He has used different email addresses and tried all sorts to get it fixed. Is there something wrong with signups atm or is my friend just too stupid to sign up?

The whole site is more or less on fire.

Is he using Chrome? If so, use something else.
