Yes, but even if they could have doubled the number of cops, you have to decide at what point the crimes are worth someone getting severely injured, because someone would get injured, and that person would likely be a teenager just walking home from the library where they read to blind pigeons daily, when they were mistaken for a rabble rouser and grabbed by the cops. And the injury to such a pillar of the community would cause more protests and/or rioting.
