Deleted nudes reappearing on iPhone after iOS update

I am no iPhone expert, never had one, but isnt all data backed up on iCloud or something? could be that deleting photos from the device doesnt automatically remove them from backups, so after an update they were retrieved from the backup?

Really odd that it's just nudes. You'd think it would be mostly photos of food and cats.
