Oh it’s encouraged. You’ve seen the spending right? If they have money left over it gets cut next year so they buy tons of shit nobody needs

My first permanent duty station, our unit commander would spend all the money actually beefing up base defense. Putting alarms where nobody would think to put them,high tech sensors, cameras, stuff like that. Of course, when we were required to print out CBT certificates, we had to go buy our own paper, because the unit had to save on it.
