The UFC made the fight with Islam Makhachev and then "cancelled it" -- but Makhachev isn't very intelligent and tipped his hand. He said he'd agree to fight "when the UFC give him a 10 top opponent as was promised".
99% chance what happened here is the UFC offered Makhachev the fight and he agreed, then he realized his opponent wasn't top 10, and backed out of the fight. This is illegal. Once Makhachev agrees verbally to the fight, it's on. There's no way the UFC would make the fight "official" without getting a verbal agreement from both parties.
The UFC should honestly sue Makhachev to put him in his place. Chael Sonnen made a video discussing this -- you cannot verbally agree to a fight, and then back out days later.
Edit: For Makhachev clearly thinks he has to "sign papers" to make a legally binding bout agreement. This is simply not true. If he verbally agreed, that's it. The papers are a formality.
