If it's against the law (and I'm sure it is....most communities have laws on when you can blast music) I'd call the cops. If they turn the music up as soon as the cops leave....I'd call the cops again. I'd continue to call the cops until they do something about it. Eventually the cops are going to get sick of showing up. I'd also talk as many neighbors as possible into calling the cops as well. The cops aren't going to give a shit in general unless they are just flooded with calls and constantly being hassled to have to go talk to this person.
