people will say he is ducking and maybe he is but I'm glad he's not letting the UFC bully him into the fight when they announce it before the fight is signed .

The UFC should make public all the official fight offers they make to fighters. It'd really discourage fighters turning down fights. And if they do, their ranking could be affected. E.g. #7 turns down #8, then #7 looks bad and there's reason to rank #8 ahead of him.

No it wouldn't. Look at the past few months, fighters telling others to sign and stop ducking. Then the other fighter denying they got a contract or saying that they did sign and are waiting on them to sign and quit ducking...
 
He probably doesn't want more PTSD and having to take like a year off to recover again.

Zabit's manager said that 3 fights in 6 months is too much for Zabit and Zabit doesn't want to fight at UFC 227.
