the ufc problem isn't the venue, if the commision doesn't say yes to the apex they won't say yes to the wwe training arena

MMA without a crowd can work, wrestling without a crowd appears to make no sense at all.

Here’s the difference: WWE is entertainment and filming a TV show.
The UFC is an actual sport and the athletic commissions won’t license the athletes so they can’t hold an event.
They've done it before. It's not the same, but it also means that the event will have a special footnote in the history books. Hell, we're all living in the middle of a chapter of a history book right now.

WWE can do this because of the money they make through the network and TV deals, UFC not so much.
WWE can do this because they own the Performance Center building and can control who goes in/out.
