If Brady can beat Shavkat to being ready sure. But I prefer a fresh matchup with a usually exciting fighter (shavkat) than a rematch. Belal/Brady was pretty boring too. Who knows wtf is going on with Shavkat because it sounded like he had a bad injury.

Even though there's an argument for Sean to skip over Shavkat I don't think he should. Shavkat has been in the wings for a TS for a while, Sean should have to wait until after Shavkat unless Shavkat can't fight for whatever reason.
