Rogan is great. His kicks will obliterate a leg.
I think he could legit fight the guys ranked in the 25-50 range at 170.
He walks around at 200 so he'd have a rough cut, but he is a Black belt in Gui and No-Gui BJJ and Tae Kwan Do as well as being a state champ in MA for 4yrs straight.
He's among the more dangerous 51yr old dudes wandering around the planet and I wouldn't fight him.

Yes, but how good would he be off of his TRT/HGH cocktail that he has been taking for at least a decade? If he were to fight CM Punk, it would most certainly be in the UFC, which employs USADA.

His microphone would fail a USADA test.
