Yes I think Tyron Woodley would defeat 2004 BJ Penn. I think people exaggerate how much the game has evolved but still, the game has evolved.
 
A better question is how would Dong Hyun Kim do against BJ.
My prediction is if Dong came in too rigid he wouldn't last long with BJ, especially a motivated BJ unless BJ blew his wad.
 
KO in the first, Hughes and BJ come from the earlier days, you could argue that BJ fought past its prime, but so did others with better results.
