It's fair, but Aspinall could have easily broken Stipe's hw defenses record by the time a Jones fight happens. That builds a star better than sitting on the sidelines and hoping for a potential fight with the existing guy that is unlikely to ever happen.The UFC is letting Jones hold on to the HW belt because any other fight they might book for Aspinall is at best a brutally bad squash match that will be lucky to sell 150K PPVs, so paying Aspinall to sit on the bench and hoping that Jones eventually signs is far and away the best choice from both a money and a sport viewpoint.

It's not like Jones has publicly said that he's retired and wants to vacate the belt.The hate placed on Jones should be towards the UFC, they are probably sweetening the pot with their streaming deal with this fight. All this waiting is likely the UFC leveraging this fight as part of the deal.
