Shouldn't be able to touch the cage at all. Shocktagon seems like a good idea.
How is it illegal? As long as they're not grabbing the cage, it's fine. You can put your hand against it for balance or to push off, you just can't put your fingers through to grab on. Same with your feet & toes. There's no reason it should be a foul, and it certainly isn't under the current rules.
A moat with fire, like in the Quest. Maybe it will treat some fighters' backne.

Forcing a guy up against the cage also gives you an advantage, lets do point deductions for that as well.
