2 straight loses via tko and still rank number 1. Ufc really wants him to be champion.

Because only the champ has beaten him. Once #2 contender or lower beats him (or the UFC arbitrarily shuffles things), the rankings should change.

To play devils advocate he lost his UFC debut to Assuncao who is also on a good streak of his own and is 1-1 with TJ

It's because the overwhelming majority of the press that composes the rankings are idiots.

There was someone a month or so ago who listed Adriano Martins at either #12, or in the top 10. Martins isn't even in the UFC anymore, and lost his last fight at Fight Nights Global.

Assuncao is the Jake Shields of BW and while he did "beat" Marlon, it was a controversial split decision in Marlon's first UFC fight. Marlon has definitely done more since that fight than Assuncao has
 
It's tricky because he's only lost to the champ and he made Cruz look silly. You can't really drop him below where Cruz is so you either drop both Cruz and him below Assuncao and Moraes or just keep them where they are with the understanding that Assuncao and Moraes should be fighting for the belt next. I'd prefer the former considering Cruz' inactivity.
 
Because he can take the best ass whoopings when it comes to fighting TJ.
 
UFC has a rigged ranking system. Popularity moves you to the top of the ranking while being a great MMA fighter with no popularity your at the bottom of the ranking.
