Because it is expensive, and people wanted to see a direct, rapid, obvious benefit from all the money spent going there.

It's expensive and they really don't have a good reason to do it other than maybe extracting water and minerals, for which they would need lots of equipment that would make getting there even more expensive.

We went there the first time because we were in the middle of the Cold War and they wanted to prove that America's space program was better than the USSR's.
