Why haven't Mayweather and Pac Man fought?

Couldn't find anything in search but I'm just wondering what the deal is. This fight has to happen, it'd be one of the biggest fights ever in boxing, an absolute war, so what is the deal? Why aren't any contracts being signed?

You have to give PAC a chance. For anyone to say the other doesn't have chance is blinded for the love of their fighter. Pacman's speed and pace causes Mayweather trouble. Now mayweathe have to defense to nutralize PAC pace and with counter punching, it will take him bout 3-4 rds to adjust to the speed and pOwer, after the that I think he could take over the fight. The thing will I am not sure about is PAC ability to change up in the middle to late rds when he find himself getting Counter to death. Can he fight at a slow pace fight and throw 1-2 instead of 4-5, just get in and out and not get caught with shots in between and win the fight. I don't think he can.
I give PAC a 30-35% I would have Mayweather as the fav in it.
