Why doesn't Woodley fight Cerrone?

Cerrone dominated the no.3 guy & Woodley can only rush him early & Cerrone's BJJ is okay. Cerrone's also a bigger draw than Masvidal who should be fighting Wonderboy/Bisping/Weidman.
