USSR had top quality juice, creating generations of medalists, making boxing rather popular.
Boxing has always been big in Cuba but it was the Russians that helped Cuba establish amateur boxing and eventually becoming #1

The old UDSSR amateur system and a decent sized population. Just look how well non-european former members of the Union like Usbekistan and the Kazakhs are doing (ok, the later could be considered half-european and is a multi-ethincal state, like Russia). Ethnicity or race aren't the main factors, it's the great amateur system.
I also have to defend Seano, he always seemed to like Andy Lee and Froch and in MMA he was a huge Tim Sylvia fan. He's a bit of a natural contrarian, but I don't see any malice behind it.
