You obviously don't know how protected Ronda is. She asked for a no-weigh in clause in her contract and got it. She won't be weighed for this fight. Also Dana owns USADA and Ronda won't be drug tested either. according to the sources.

His exemption allowed him to be tested just prior to the fight, which by that time, he would have gotten plenty of time to cycle off. And he did, but he still failed the test, but the commission did not announce the failed test until AFTER the fight was over...

Dana is best friends with the new president. Dana can call in favors from the most powerful man in the country. My sources tell me Dana has already asked for UFC be named the official sport of the United States and Trump has agreed to do that.

It as not unprecedented. It had happened over and over and over. EVERY single late replacement fight where they signed someone to fight got that exact same exemption. He was PED tested, just not for the standard 4 weeks before he could book a fight, because there was not enough time for it to happen.

Except she did weigh in. She just ran off before the cameras and also she allegedly won't do the "ceremonial" weigh in later. But she did weigh in, so...

There was enough time but the UFC purposely waited to sign him and announce the fight so they could use that excuse

Speculation, but almost certainly the case
