For all we know fighters might be getting card placement as part of their bout agreements or their promotional contracts with the UFC. Or the UFC is doing it to play up to whatever country they are fighting in (ie putting Brazilians on the main card in Brazil).
Does it even matter? You can watch a full event from start to finish on Sony6 in India but might need 3 different internet/TV platforms to watch it in America. Breaking the card up into early-prelims, prelims and main card is solely for milking the American audience out of more money. Who cares if you are the 4th fight or the 9th during the event?
Too much card bias, fans think being in the main card makes you more significant than being on the prelims. Like, is Brad Pitt less significant of an actor when he takes on a smaller supporting role in a movie instead of being the main character? If you're good at what you do, fighters included, it won't matter what your billing is.
