2 different kind of mentally strongs:

1: In terms of fighting, coming back from an ass-whooping to still win the fights.

2: In terms of mental strength outside of the octagon. For example: Nicolas Dalby, he battled depression and alcoholism and still got back into the UFC. Which fighter went through a lot of adversity in his personal life but still performed inside the cage?

GSP. Comes back from getting subbed by Hughes to defeat him 2xs, comes back from getting KTFO by Serra to demolishing him, comes back from getting dropped by Condit, took a beating from Hendricks without ever giving up and edging the decision.

I don't know. How do you even measure mental strength?
Is it the same as toughness?
If so then my pick is Justin gaethje.
