I don't think there has ever been one... Certainly not in the time between BJ won the welterweight strap and the beginning of championships in the UFC.
Edit: Damn. Dave Menne had seven losses when he won his belt.

Rampage had 6 losses when he won the LHW title.
Dave Menne is the answer.
For funsies: Carlos Condit had five losses when he won the interim belt. Jackson had six when he won the actual belt. Couture had more than a few loses when he won the heavyweight belt but when he won the light heavyweight, he had less. Interesting stuff.
Edit: Maurice Smith too. Seven losses when he beat Mark Coleman. And he got it before BJ became champion, making him as correct of an answer as Dave Menne.
In all fairness, that dude's biggest accomplishment beyond that is most likely getting used as a speed bag by Phil Baroni :icon_chee

Just pulled out Dave Menne's record and clicked on Shields as well - holy fuck shields beat Dave Menne, Carlos Condit and Yushin Okami in one night.
Okami got jacked by Silva just prior with the upkick. Shields has for sure had some nice wins.

Not UFC, but Overeem had 11 losses when he won the Strikeforce belt and went on a 11 win streak (not counting 1 no-contest).
