Vito is like Royce Gracie, and Michael is like Matt Hughes. Michael may be more powerful in the gang affairs, but Vito is the one that paved the way for Michael. Without Vito there would be no Corleone family.

I would say part of the story we see is that because Micheal has bigger dreams this leads him down the road of being that much more ruthless, the world of big business and politics being even more corrupt than Vito's more local involvement in vice.
