Brock was fine, but Orton would have been a great choice.

I really don't think Brock was a bad idea in and of itself, but they then botched transferring that heat to a babyface.
Wyatt if they wanted to crown a new sp00ky champion.
Cena would have been a good pick as far as the legacy aspect.

in a lot of cases putting an up and comer over is the right thing but I don't think so in this one.
As big as the streak was, and Taker being a WWE lifer, I think Brock, Cena and Orton were the only options. I'd likely been ok with either of the three but I think Brock was most believable.
