Who is the opposite of Michael Johnson?

We all know MJ has a reputation for beating some top fighters he was expected to lose to, while flopping against some weaker competition he was expect to routinely beat. So who is the opposite of that, who always gets the job done against the mediocre fighters, but reliably loses as soon as he fights a top contender?

I'm gonna go with one of my favorites in Vicente Luque, the guy will absolutely murder everyone outside the title contenders to the point where I really start to believe he can possibly take that belt, but will reliably lose as soon as he fights someone from that top tier.
