That's precisely why a differentiation is noted between a raw lift, vs a suited lift.
Also, several hundred pounds being added to one's suited lift, is far from the norm, given that many lifters experience only 50 lb differences.

I don't mean to split hairs, but if the question becomes one of function, I'm compelled to ask, what is more functional than simply picking up a weight, ie: a deadlift, or on the other end of the functional spectrum, kicking an opponents ass....After all, your criteria is that function is the primary determining factor.
As such, the most functional strength title goes to one of the the following:
1. Powerlifters given that they pick up the most weight off of the ground (deadlift the most weight.)
2. FedorEmelianenko, given that from the perspective of expressing strength in varying planes, etc, he can functionally can kick anyone's ass .
