I would say that lil bitch Franklin.
Not super current on comics, but he seemed OP as hell. Not really sure what he cant do.
 
USADA is more powerful than those three delinquents combined.

Franklin Richards easily. He's basically a reality altering god in a child's body.

Can't wait to see him in the Incredibles II.

Legion is strong but not on Franklin's level. Prime, Healthy, Motivated Nate with That Look in his eyes would have been a closer fight, but he recently got his Powers burned out. Now all he has is low-level Telekinesis.

As a prepubescent, he created another universe to hide his family and their friends from annihilation. This alternate universe resulted in Tony Stark growing a goatee rather than continue the cheese 'stache.

Former comic nerd alert here (somehow I remember all the comic stuff I used to read but cannot remember what I ate a week ago).
Legion and Franklin both (under certain writers) can create or re-create entire realities and pretty much have every power they need.
Nate Grey had limits. I remember when he became a psychic Shaman and came upon other psi entities that far eclipsed him, and then there was a group infinitely above even them.
 
I've literally never heard of a single one of those people.
 
I think Franklin. I remember Nathaniel Richards made him a grown man.
And he was pretty powerfull.

I think reality warping powers win over Legion's multi powers and
Nate's psionic powers.

How about Quintin Qire or Jamy Braddock.

While this is true so is David. He has every ability know to man. He is essentialy as strong if not stronger than The Presence, The Current Strongest being in Marvel

Yes, but as I understand it, David's mental health issues prevent him from accessing anything like his full range of powers.
 
Franklin Richards wins. He's precognitive, telekinetic, reality warping, energy manipulating, astral projecting, telepathic, and whatever else Marvel can decide on for his character.

The heavies like Dr. Doom, Thanos, Kang, and cosmic level entities are keenly aware of the power he possesses. His power was described as "Nearly Limitless" in an older FF comic when he was a child.
