My pick would be Oliveira.
He has the most submissions in the history of the UFC and the most in fw and lw divisions.

Who are other bjj specialsits worthy of a mention?

Oliveira is not in the same stratosphere as Rodolfo Vieira, Gilbert Burns, Antônio Braga Neto. Jacare too if he's still under contract. Those guys are legit world champions in the gi.

Usman didn't want to use wrestling against Burns, Khamzat also didn't risk this guy is dangerous.

But Olivera's application in mma is better than some of those fighters. That matters a lot. Some might be better in pure bjj, but some are better with their application of their grappling in mma. Like Vieira couldn't get his grappling going at all in his last fight and got submitted by a lower level grappler a couple of fights ago. MMA grappling and pure bjj grappling is different. Everything is different when striking, slams, wrestling, etc is allowed.

In my opinion the best grapplers can implement their game under all those conditions, not just the conditions of pure grappling.

Who is best at it and who benefit most from it, thats two different things. Oliveira got great striking too so you dont know how to fight him..and he can hurt you standing before bjj is needed.

Some guys are so good at bjj/catch that their opponents try their everything to avoid it.

I think ts means jiu jitsu for MMA, in which case Oliviera is objectively better than all of the aforementioned.

I wouldn't say he isn't in the same stratosphere, he never dedicated his life to competing in BJJ, kinda tough to say how he would do if he had a 3 month BJJ camp and competed in the IBJJF or something... but he is one of the few MMA guys I've ever seen that looks like he could compete with pro BJJ guys

It's true there are jiu jitsu masters who don't do well in mma, there are guys who are very good at BJJ but receive a very strong punch in The face and become a white belt.
