The guys that come to mind for me are Dany Bill and Youssef. Would skarbowsky be up there? I know he was ranked at raja and beat some known guys but I don't know a whole lot about that era. Dekkers fought an insane level of competition but he lost too regularly... Fujiwara is another guy I don't know a whole lot about.

1. Daniel Enlow
2. Coca
The rest.

To be serious for a sec, its subjective really. I've always been the most impressed with Fujiwara and Dekkers. Bill and Yusef are awesome, but they're a bit on the big side for the Thai scene.

Skarbowsky is definitely top 5, regardless of rankings - he fought and beat some big name Thais back in the early 2000s (some were past or future champs and contenders at Lumpinee and Raja), although he declined kinda' quickly.

Kozo Takeda and Hiroki Ishii both held Raja belts, JWP was ranked 7th at Lumpunee, Damien Alamos and Mourad Sari were a Lumpinee champs. Stephane Nikiema got bullshat out of a Lumpinee title.

Other than that, the French really had some great fighters over the years - Guillaume Kerner, Farid Villaume, Fabrice Payen/Sor Vorapin, Wilfried Montagne, Kamel Jemel and others.

What kind of competition did Ishii and Takeda face? The only guys I know of that Ishii fought he lost to.

This is the subject that casual Muay Thai fans care about the most...

You don't get to be a Raja champ by just losing. Takeda faced some great competitors in his prime (Payaklek Yutakit, Attnarong Borkorsor, Chanachai Kaewsamrit, Chalamdam Sittrattrakarn, Chanwit Kiat Tor Bor Ubon, Kongfak Lookmaeklong). Ishii's Thai opponents were less known, but some were still solid ranked fighters.
